• Verify that Shield-M's dedicated runtime and compliance certifications are actually required for your workload; if not, Heroku Standard or Performance dynos are 50-80% cheaper
• Confirm Postgres tier requirements upfront: Essential has no HA or fork/follow, and row/connection overages force unplanned upgrades
• Request Heroku Postgres Advanced pricing in writing before committing; it is not publicly listed
• If you need multi-region HA or Private Spaces, budget an additional 2-3x premium on top of Shield-M base cost
• Establish billing history early if you plan to scale to Performance dynos; provisioning delays can occur without prior payment record
